A long-standing issue in the FLS is that the glossary and the chapter contents are maintained separately. This causes maintenance slips where the definition in the glossary or the usage of the term (essentially still a definition) are subtly different, causing a bug in the FLS. Once the directive format was nailed down, the agent was able to progressively, bit by bit, migrate all the glossary into the chapters to have a single source of truth from which the glossary can be generated wholesale.
